In the drawings, wherein for the purpose of illustration is shown a preferred embodiment of my invention, the numeral 5 desig nates a handle, provided with a longitudinally extending opening 6, having its outer end screw-threaded, for receiving the screw threaded shank 7, of a coupling 8.
The numeral 9 designates a stationary blade, carried by a base' 10, provided with a shank 11 having screw-threaded engagement within an opening 12, formed in the coupling 8. The base 10 is provided with a recess 13, receiving the base 14, of a swinging or movable blade 15. The base 14 is pivoted'within thev recess 13 by means of a transverse pin or pivot element 16, as shown. The base 14 is provided with a cam element 17, having angularly arranged contacting faces 18 and 19.

A compressible coil spring 20 is arranged within the opening 6, and engages the inner end of the reciprocatory plunger 21, disposed within the bore 22 of the coupling 8. `This plunger contacts with the end of a secondary plunger 23,V provided with a cam head 24, mounted within the recess 13. This cam headis rectangular in cross-section, corresponding to the shape of the opening or recess 13, and is free to slide therein but cannot turn upon its longitudinal axis. The cam head 24 is adapted to alternately contact with the faces 18 and 19, as shownin Figs. 2 and 3.
The blade 15 is provided with a trans verse screwthreaded opening 25, receivingy an adjusting screw 26, carrying a milled head 27. This adjusting screw also engages within a screw-threaded opening formed in a spring 28, secured to the blade 15, as shown at 29. The screw 26 engages within a recess 30, formed in the blade 9.V f
As shown in Fig. 2, the cam head 24 :is contacting with the face 18, and thereby tends to swing the blade 15 inwardly toward the blade 9, the extent of opening between the points of these blades being regulated by an adjusting screw 25. When it is kdesired to clean the blades, the blade 15 may be swung to the outer position, as indicated in Fig. 3, and will be held in this position by the cam head 24, contacting with the face 19. It is thus seen that the blade is automatically retained in the closed or open positions when moved thereto.
lt is to be understood that the form of my invention herewith shown and described is to be taken as a preferred example of the same and that various changes in the shape, size, and arrangement of parts may be re sorted to without departing `from the spirit of the invention or the scope of the subjoined claim.

A ruling pen of the character described comprising a handle, a relatively stationary blade 'having a base provided with a shank, a sleeve adapted to connect said shank and said handle, a swinging blade -pivotally connected with the stationary blade and provided with a base having angularly arranged faces, a bore formed in said shank, a .plun er mounted within said bore and adapte to contact said faces, and means to express said plunger to contact said faces In testimony whereof I affix my signature 1n presence of two Wltnesses.-
