A plugging cement slurry includes a binding agent, a plasticizing admixture and water. To increase permeability of plugging cement slurry it includes fine-dispersion cement with specific surface 800-1500 m2/kg as binding agent, and superplasticizer C-3 as plasticizing admixture.
