An estimating device and an estimating method for user mobility are provided. The estimating method includes: receiving traffic from an user equipment (UE) and generating a mobile trend list corresponding to the UE according to the traffic; capturing a first initial location corresponding to a first initial time point, a first end location corresponding to the first end time point, and at least one first transition location corresponding to at least one first transition time point according to a first sliding window, wherein the at least one first transition time point is between the first initial time point and the first end time point; generating first mobility information of the UE in response to the first initial location, the at least one first transition location, and the first end location matching with a first default path; and outputting the first mobility.
