PURPOSE:To always monitor a vehicle parking/stopping for a long time by individually counting up output periods from plural vehicle sensors arranged at an interval less than an average vehicle length along a parking/stopping vehicle monitor area on a road and comparing the counted value with a previous ly set threshold. CONSTITUTION:Plural vehicle sensors 2 are arranged at the interval less than the average vehicle length along the parking/stopping vehicle monitor area on the road side of a traffic signal machine 1. Outputs from respective sensors 2 are inputted to a receiving part 8 through a signal cable 6. A signal selection switching part 10 successively switches the outputs of the receiving part 8 to decide the existence of a vehicle.
