【課題】大災害が発生した時に消防のレスキュウが救出するには、清掃用ゴンドラや、はしご車またはヘリによる救出があるが、雨や強風などによる救助が難しく時間がかかる。道路状況によっては、はしご車が遅れる、また台数にも限界がある。タンカーを担いで階段を降りるには、高層ビルでは体力と救出人数に限りがある。高層ビルから迅速に人を救助するためのビル内部に設ける救助設備を提供する。
【解決手段】ビル内部に救助設備を付けることにより、雨や強風などに左右されずに救出することが出来る。ビル内部に深さ約20m位の縦穴(縦穴空洞)を交互に下へと、作って置くことにより消防のレスキュウがタンカーとロープで救出することができることを提案する。日常の訓練により高さが20m位ですと消耗が少なく救助可能で、この縦穴空洞にははしごが付いており下へと降りることが出来る。

前記の釣り金具4に専用釣り金具7を環付きカラビナ11で、接続し専用釣り金具7より出ているロープをタンカーにつなぎ、タンカーを吊るして、
数回に分けて地上まで下に降ろすように構成され、
前記の次に救出される人を降ろす時ロープを巻き直す必要が無い専用釣り金具を、利用しており、
前記のこの縦穴空洞には、はしごが付いており下へと降りることが
