Description

The present disclosure relates to a proxy application server device, a proxy application system, a proxy application method, and a non-transitory computer-readable medium.

Regarding application procedures at city or town halls, Patent Document 1 describes a certificate issuing system that allows those who need a resident's certificate etc. to obtain these certificates directly, without having to go through complicated procedures at the counter.

Furthermore, Patent Document 2 describes an administrative system that is equipped with a general counter terminal, a server, and multiple processing devices, with the aim of shortening the waiting time of procedure persons at individual processing departments. When an applicant's life event and registration information corresponding to the life event are input from the general counter terminal, the server described in Patent Document 2 references a storage unit that stores the correspondence between the life event and one or more procedures related to the life event. Through this reference, the server identifies the procedure associated with the inputted life event of the applicant, and transmits the inputted registration information of the applicant to the processing device that processes the identified procedure.

Although the systems described in Patent Documents 1 and 2 allow users to apply on behalf of others for procedures related to family members, the systems described in Patent Documents 1 and 2 were constructed as systems for users to visit administrative agencies such as city or town offices to carry out procedures, and as systems for employees, respectively. Therefore, there is a demand for a system that allows users to apply on behalf of others for procedures related to family members without having to visit an administrative agency.

The objective of the present disclosure is to provide a proxy application server device, a proxy application system, a proxy application method, and a non-transitory computer-readable medium that enable a user to apply for procedures related to family members on their behalf without having to visit a government agency or its counter.

The proxy application server device according to the first aspect of the present disclosure includes a request receiving means (request receiving unit), a judgment request means (judgment request unit), a result receiving means (result receiving unit), and an application means (application unit). The request receiving means receives an application request for a procedure to an administrative agency for a procedure subject who is a relative of the user from a terminal device used by the user via a network. The judgment request means transmits the judgment request via the network to an administrative system that is a system of the administrative agency. The judgment request is a request for determining whether or not the user is a legitimate applicant who is legally able to apply for the procedure on behalf of the procedure subject for the application request received by the request receiving means. The result receiving means receives a judgment result from the administrative system in response to the judgment request. If the judgment result indicates that the user is a legitimate applicant, the application means transmits the application request to the administrative system.

The proxy application method according to the second aspect of the present disclosure includes a request receiving step, a determination request step, a result receiving step, and an application step. In the request receiving step, a computer receives an application request for a procedure to an administrative agency for a procedure subject who is a relative of the user from a terminal device used by the user via a network. In the determination request step, the computer transmits the determination request via a network to an administrative system that is a system of the administrative agency. The determination request is a request for determining whether or not the user is a legitimate applicant who is legally able to apply for the procedure on behalf of the procedure subject for the application request received in the request receiving step. In the result receiving step, the computer receives a determination result from the administrative system in response to the determination request. In the application step, the computer transmits the application request to the administrative system if the determination result indicates that the user is a legitimate applicant.

A non-transitory computer-readable medium according to a third aspect of the present disclosure is a non-transitory computer-readable medium having stored therein a program for causing a computer to execute a request receiving step, a determination request step, a result receiving step, and an application step. The request receiving step receives an application request for a procedure to an administrative agency for a procedure subject who is a relative of the user from a terminal device used by the user via a network. The determination request step transmits the determination request via a network to an administrative system that is a system of the administrative agency. The determination request is a request for determining whether or not the user is a legitimate applicant who is legally able to apply for the procedure on behalf of the procedure subject for the application request received in the request receiving step. The result receiving step receives a determination result from the administrative system in response to the determination request. The application step transmits the application request to the administrative system if the determination result indicates that the user is a legitimate applicant.

According to the present disclosure, it is possible to provide a proxy application server device, a proxy application system, a proxy application method, and a non-transitory computer-readable medium that enable a user to apply for procedures related to family members on their behalf without having to visit a government agency or its counter.

Hereinafter, the embodiments will be described with reference to the drawings. In the embodiments, the same or equivalent elements may be given the same reference numerals, and duplicate descriptions will be omitted as appropriate.

<Embodiment 1>
The first embodiment will be described with reference to Fig. 1 and Fig. 2. Fig. 1 is a block diagram showing an example of the configuration of a proxy application server device according to the first embodiment.

As shown in FIG. 1, the proxy application server device (hereinafter referred to as the proxy application server) 1 of this embodiment may include a request receiving unit 1a, a judgment request unit 1b, a result receiving unit 1c, and an application unit 1d.

The request receiving unit 1a receives, via the network from a terminal device used by a user, a request to apply for a procedure with an administrative agency regarding a person who is the subject of the procedure and is a relative of the user. Relatives here refer to relatives under the laws of that country. In Japan, it refers to relatives under the Civil Code. In other words, relatives can include blood relatives and spouses within the sixth degree of kinship, and in-laws within the third degree of kinship.

The administrative agency may be any administrative agency, such as a national or local government, and the type of procedure may be any. The user of the terminal device may be identified using account information and terminal device information for logging in to the proxy application server 1. Any method may be used for logging in, such as authentication using an ID and password, or biometric authentication using a fingerprint, face image, iris vein, etc.

The judgment request unit 1b transmits the judgment request to the administrative system, which is a system of an administrative agency, via a network. The network used here can be a network that is fundamentally different from the network for connecting to the terminal device, and can be a network with a higher security level.

The above-mentioned determination request is a request to determine whether or not the user is a legitimate applicant who is legally entitled to apply for the above-mentioned procedure on behalf of the person subject to the procedure, for the application request received by the request receiving unit 1a. This determination is made by the administrative system based on the information contained in the received application request that is necessary for determining whether or not the applicant is a legitimate applicant, such as the relationship between the user and the person subject to the procedure (relative) and the content of the procedure.

The result receiving unit 1c receives the judgment result from the administrative system in response to the judgment request. If the judgment result indicates that the applicant is a legitimate applicant, the application unit 1d transmits the application request to the administrative system. If the applicant is not a legitimate applicant, an error may be returned to the terminal device.

The application request sent by the application unit 1d may be the same as the application request received from the terminal device, but it does not have to be the same; unnecessary information may be deleted and, in some cases, necessary information may be supplemented.

In this way, the proxy application server 1 according to this embodiment accepts applications from a user online for procedures related to the user's relatives, and requests an external system, an administrative system, to determine whether or not a proxy application is possible for the user and the relative for whom the procedure has been applied for. The proxy application server 1 then receives the results of this determination, approves the procedure related to the relative according to the results of this determination, and applies for the procedure by sending the application request to the administrative system.

In other words, in this embodiment, the proxy application server 1 determines whether or not the user is a legitimate applicant for a proxy application without the user having to go to an administrative agency himself/herself; the user simply performs online operations, and the proxy application server 1 also handles the application for subsequent procedures.

In response to the above application request, the administrative system carries out the corresponding procedure, and if the procedure involves issuing a document, it can be sent by mail or returned to the proxy application server 1 as electronic data.

The proxy application server 1 may be equipped with a control unit (not shown) that controls the entire server. The control unit may have a request receiving unit 1a, a judgment request unit 1b, a result receiving unit 1c, and an application unit 1d. For example, the proxy application server 1 may be configured so that the control unit cooperates with a communication unit such as a separately provided communication interface to execute the processing of each of the units 1a to 1d. The control unit may be realized, for example, by a CPU (Central Processing Unit), a working memory, and a non-volatile storage device that stores a control program. The program may be a program that causes the CPU to function as part or all of the units 1a to 1d. The control unit may also be configured to include an IC (Integrated Circuit).

The proxy application server device 1 can be configured as a standalone device, but can also be constructed as a distributed system in which each function is distributed. In this embodiment, a proxy application system can be constructed that includes the above-mentioned proxy application server 1, a terminal device, and an administrative system.

Next, an example of processing by the proxy application server 1 will be described with reference to Figure 2. Figure 2 is a flow diagram for explaining an example of processing by the proxy application server 1.

First, the request receiving unit 1a receives an application request for a procedure to an administrative agency for a procedure target who is a relative of the user from a terminal device used by the user via a network (step S1). Next, the judgment request unit 1b transmits a judgment request to the administrative system via the network (step S2). The judgment request is a request to judge whether or not the user, based on the application request received by the request receiving unit 1a, is a legitimate applicant who is legally able to apply for the procedure on behalf of the procedure target.

Next, the result receiving unit 1c receives the judgment result from the administrative system in response to the judgment request (step S3). Then, if the judgment result indicates that the applicant is a legitimate applicant, the application unit 1d transmits the application request to the administrative system (step S4) and ends the process.

Note that steps S1, S2, S3, and S4 can be referred to as a request receiving step, a judgment request step, a result receiving step, and an application step, respectively, and the present disclosure includes an application method for proxy execution that includes these steps.

As described above, according to this embodiment, users can apply online for procedures related to their family members (children, parents, etc.) on their behalf without having to visit a government agency or its counter.

<Embodiment 2>
The second embodiment will be described with reference to Figures 3 to 6, focusing on the differences from the first embodiment, but the various examples and effects described in the first embodiment can also be applied. Figure 3 is a block diagram showing an example of the configuration of a proxy application system equipped with a proxy application server device according to the second embodiment.

As shown in Figure 3, the proxy application system according to this embodiment (hereinafter, this system) comprises a proxy application server device (proxy application server) 10, which is an example of a proxy application server 1, and an administrative system 20 connected thereto via a network N1. The administrative system 20 can comprise an administrative server that processes procedures and manages personal information.

Furthermore, in this system, the proxy application server 10 can be connected to a terminal device 30 used by a user via the network N2, and any user who wishes to make a proxy application can request a proxy application using his or her own terminal device 30.

As explained in the first embodiment, the user of the terminal device 30 can be identified using account information and terminal device information for logging in to the proxy application server 10. Furthermore, since the present system is capable of identifying the user in this way, if the system is connected to an electronic payment system that can also charge fees required for procedures related to the proxy application (fees to be paid to government agencies), these fees can also be charged by the terminal device 30. Furthermore, by connecting the present system to an electronic payment system, the company operating the proxy application server 10 can also charge an agency fee.

The proxy application server 10 may include a request receiving processing unit 11, a judgment request processing unit 12, a result receiving processing unit 13, an application processing unit 14, a first communication unit 15, and a second communication unit 16. The first communication unit 15 and the second communication unit 16 may be communication interfaces for connecting to the network N1 and the network N2, respectively, to perform communication.

The request receiving processing unit 11 and the second communication unit 16 are examples of the request receiving unit 1a, and receive a request for application for a procedure to an administrative agency for a procedure target who is a relative of the user from the terminal device 30 via the network N2. Note that the request receiving processing unit 11 performs such communication via the second communication unit 16, but the following description will be given assuming that the request receiving processing unit 11 performs the communication.

Procedures include applications for benefits (special fixed benefit, etc.), applications for the physically disabled, applications for child allowance, applications for national health insurance, applications for national pension, applications for medical care for the elderly, applications for burial and cremation, moving in, relocation, moving out, birth, death, and change of head of household. Other procedures include procedures for adjusting elementary and junior high schools when a person moves in, and procedures for designating a representative for tax heirs. Of course, this system can be configured to handle only a portion of the procedures. Application requests can be configured to initially accept procedures for which proxy applications are not permitted in any relationship, in which case an error can be returned to the terminal device 30.

For example, the terminal device 30, in accordance with the user's operation, accepts necessary information such as the user's name, the name of the person being treated as the procedure, and the details of the procedure from a site requesting proxy application of a procedure provided by the proxy application server 10, and transmits this to the proxy application server 10. The proxy application server 10 may receive this as the above-mentioned application request.

The judgment request processing unit 12 and the first communication unit 15 are an example of the judgment request unit 1b, and transmit a judgment request to the administrative system 20 via the network N1. The judgment request is a request to determine whether or not the user of the application request received by the request receiving processing unit 11 is a legitimate applicant who is legally permitted to apply for the procedure on behalf of the person who is the subject of the procedure. Note that the judgment request processing unit 12 performs this communication via the first communication unit 15, but the following description will be given assuming that it is the judgment request processing unit 12 that performs the communication. Note that the same applies to the result receiving processing unit 13 and the application processing unit 14.

The result receiving processing unit 13 and the first communication unit 15 are an example of a result receiving unit 1c, and receive the judgment result from the administrative system 20 in response to the judgment request via the network N1. The application processing unit 14 and the first communication unit 15 are an example of an application unit 1d, and if the judgment result indicates that the applicant is a legitimate applicant, send an application request to the administrative system 20 via the network N1.

It is also preferable that the application request includes the details of the procedure, the attributes of the user, and the attributes of the person being treated. For example, the application request may include the details of the procedure, the attributes of the user's household (relationship to the household, whether or not there is a dependent, etc.) and the attributes of the person being treated in the household (relationship to the household, whether or not there is a dependent, etc.). Other attributes will be described later.

The reason why examples are given in which the relationship to the user's household is included in the household relationship of the person subject to the procedure is that it is a good idea to have this information available to confirm whether or not the household is the same as the user's (non-same household). Some procedures only allow applications from the same household, and some allow applications from only those in a dependent relationship. Note that the user and the person subject to the procedure may have a dependent-support relationship even if they are in different households, such as when they do not live together. Whether or not they are in the same household can also be determined by including the addresses or residence of the user and the person subject to the procedure in the application request. Note that the definition of the same household itself may change depending on the content of the procedure, such as which administrative agency the procedure is being carried out with.

In this way, by including not only the procedure details but also household attributes in the application request, this system makes it possible for the administrative system 20 (e.g., a resident record system) to determine whether people belong to the same household and whether they are supported. Of course, the administrative system 20 is not limited to a resident record system, and can be any system that handles information on citizens, such as a local government's resident information system, for example, a system that handles specific individuals related to the personal number system.

Thus, the system accepts an application from a user online for a procedure related to the user's relative, requests the administrative system 20 to determine whether the user and the relative for whom the procedure is applied are residents of the same household, and obtains the result of the determination. The system then approves the procedure related to the relative according to the result of the determination, and applies for the procedure by sending an application request to the administrative system 20.

In addition, it is preferable that the administrative system 20 allows the use of personal information for users who have given prior consent to the use of their personal information, such as household information. In this case, a judgment is made in response to a judgment request, such as a household judgment, for users who have given consent to the use of their personal information or for users and persons subject to procedures. In other words, the administrative system 20 fails to make a judgment for users who have not given consent to the use of their personal information, and in such a case, a response indicating that the judgment has failed is sent to the proxy application server 10.

In addition, it is preferable that the judgment request processing unit 12 judges whether or not a judgment request is necessary based on the received application request, and if a judgment request is necessary, transmits the judgment request to the administrative system 20. The judgment can be made based on the contents of the above-mentioned procedure, the attributes of the user's household (relationship to the household, whether or not there is dependent support, etc.) and the attributes of the above-mentioned household of the person subject to the procedure (relationship to the household, whether or not there is dependent support, etc.). This judgment can be made in accordance with the law.

In addition, when a judgment request is not required, the judgment request processing unit 12 will not execute the judgment request and will cause the application processing unit 14 to transmit the application request. This allows the network load to be reduced because a judgment request is not sent to the administrative system 20 for an application request that does not require a judgment in the administrative system 20.

Furthermore, it is preferable that the proxy application server 1 further comprises a setting unit 17 that sets the definition of a legitimate applicant to be used for the judgment in the judgment request processing unit 12. As a simpler example, the setting unit 17 may be configured to be able to set a proxy application procedure that requires consent. The setting unit 17 can also set the correspondence between the household relationship between the user and the procedure subject to the procedure, to be used for the judgment in the judgment request processing unit 12, and the content of the procedure that requires consent for a proxy application.

Here, consent to proxy applications can be limited to proxy applications that require legal consent, but since administrative logic may change due to future legal amendments, it is beneficial to have a settings unit 17. In addition, the contents of procedures, the definition of the same household, and the definitions of other terms may also change due to legal amendments. As a result, the definition of a legitimate applicant (if consent is required, a person who has obtained consent will be considered a legitimate applicant) may also change, so having such a settings unit 17 is beneficial as it can respond to legal amendments.

Next, another configuration example of the proxy application system according to this embodiment will be described with reference to Figure 4. Figure 4 is a block diagram showing another configuration example of the proxy application system equipped with the proxy application server according to this embodiment.

As shown in Figure 4, as another configuration example, the present system can be provided with an agency application server 10a in which multiple systems (individual systems) can be connected to the network N1 and the agency application server 10 corresponds to the multiple individual systems.

In other words, the administrative system 20 in Figure 3 can include multiple individual systems, which are individual systems for multiple administrative agencies. Here, an example is given of multiple individual systems, including a resident record system 21, a tax (other than national tax) system 22, a welfare system 23, a national health insurance system 24, an election system 25, and a national tax system 26. However, the selection of individual systems can be designed according to the procedures to be compatible with this system. Each individual system can have a server.

Although the individual systems 21 to 26 illustrated here share a common personal identification number (My Number) under the My Number system, there may be mutual access restrictions. For this reason, the proxy application server 10a performs the necessary communication with each of the individual systems 21 to 26 to ensure smooth proxy application processing.

Specifically, the judgment request processing unit 12 determines whether a judgment request is necessary and the individual system to which it is to be sent based on the application request, and if a judgment request is necessary, it sends the judgment request to the individual system to which it is to be sent. If a judgment request is not necessary, the judgment request processing unit 12 does not execute the judgment request, and causes the application processing unit 14 to execute the transmission of the application request.

The determination here can also be made based on the details of the procedure described above, the attributes of the user's household (relationship within the household, whether or not they are supported as dependents, etc.) and the attributes of the person being treated in the said household (relationship within the said household, whether or not they are supported as dependents, etc.). This determination can be made in accordance with the law, that is, so that the individual system of the administrative agency that manages the information that can be determined is the destination.

In particular, by making it compatible with multiple individual systems, the information can be confirmed by the necessary administrative agency. In fact, as mentioned above, this is beneficial because there are often access restrictions on the exchange of information between administrative agencies. Furthermore, by making it compatible with multiple individual systems, the user does not need to directly request an administrative agency to determine whether or not the user is a legitimate applicant for a proxy application; the proxy application server 10a can make that determination on behalf of the user. Therefore, even procedures that require the user to visit not only the administrative agency where the procedure is to be performed but also multiple administrative agencies for confirmation, etc. can be completed online, which is beneficial.

Furthermore, the judgment request processing unit 12 can also determine whether the user is a parent, a guardian of a minor, or an adult guardian of the person subject to the procedure based on the application request. However, in order to do so, the attributes included in the application request must include information that the user is a parent, a guardian of a minor, or an adult guardian of the person subject to the procedure. Of course, if a similar application has been made in the past, that information can be stored in a memory unit (not shown) of the proxy application server 10a and referenced.

Then, if the person in question is a parent, a guardian of a minor, or a guardian of an adult of the person in question, the judgment request processing unit 12 may not execute a judgment request and may have the application processing unit 14 execute the transmission of an application request. Such conditions between the user and the person in question do not essentially require consent for a proxy application, so the proxy application server 10a can make an application request without going through a judgment request, thereby reducing the network load. However, for some procedures where a proxy application is not possible even if the procedure falls under these three relationships, it is advisable not to execute such processing.

The application request may also include consent information indicating that the user has already registered, or is to register, in the administrative system 20 that he or she has obtained consent from the person subject to the procedure to make a proxy application for the procedure. The former consent information indicating that registration has already been obtained may be information indicating that registration has already been obtained. The latter consent information indicating that registration is to be obtained may be a file of a consent document stating consent.

If the application request contains consent information, the judgment request processing unit 12 does not execute the judgment request, but causes the application processing unit 14 to send the application request. Of course, in the former case, if the application request contains consent information indicating that registration has been completed, the judgment request processing unit 12 can also execute the judgment request. In that case, the administrative system 20 will return a judgment result indicating that the applicant is a legitimate applicant, since consent has been registered.

In addition, there are multiple types of consent information, such as consent to all proxy applications, selective consent to proxy applications for specific types, consent only to the procedure that is the subject of the application, etc., and it is preferable to determine whether or not to execute a judgment request in response to each of these types. It is particularly useful to store information on the type of consent in a memory unit (not shown) of the proxy application server 10a, so that it can be referenced from the next time onwards to determine whether or not to execute a judgment request.

In addition, such consent type information can be used to indicate that the user is either a parent with parental authority, a guardian of a minor, or a guardian of an adult of the subject of the procedure, and conversely, the latter information can be used as the former information.

In addition to the judgment request, the judgment request processing unit 12 can also request related information, which is information indicating the relationship between the user and the person subject to the procedure, from the administrative system 20. Even if the applicant is confirmed to be a legitimate applicant in response to the judgment request, the application processing unit 14 will not send the application request to the administrative system 20 if the related information received as a response from the administrative system 20 satisfies a predetermined condition.

Here, satisfying a certain condition corresponds to, for example, the case where the relevant information indicates that the user has committed domestic violence against the person subject to the procedure. Of course, even if such relevant information is not requested from an individual system (or administrative system 20), it is possible for the proxy application server 10a (or proxy application server 10) to receive a result of determining that the applicant is not a legitimate applicant based on a determination request.

In addition, in an example of acquiring related information, the determination request processing unit 12 determines an individual system to which the related information is to be requested based on the application request, and requests the related information from the determined individual system to which the request is to be made. As an example of a case where the predetermined condition is satisfied, the related information is, for example, information indicating that the user has committed domestic violence against the person subject to the procedure, but connecting this system to the individual system provides the following effects.

In other words, if the proxy application server 10a requests and obtains relevant information from an individual system (e.g., welfare system 23) in which such relevant information is recorded, it can know in advance that the person is in a domestic violence relationship. Then, when the proxy application server 10a makes an application request to the individual system (e.g., resident record system 21) that is the subject of the procedure, it can prevent the applicant from being determined to be ineligible because of being in a domestic violence relationship.

Aside from domestic violence-related matters, various other conditions can be applied as such exclusion conditions, some of which do not require the proxy application server 10a to acquire the above-mentioned related information but do require other information. For example, if the annual income is above a certain amount, or if a certain tax (e.g. property tax) is unpaid, the following processing can be performed. That is, by having the proxy application server 10a request and acquire information on the user and/or the person subject to the procedure, it is possible to prevent an application request from being made for a proxy application for a specific procedure (e.g. a procedure for claiming benefits). It is also possible to prevent an application request from being made for a proxy application for a specific procedure for people who did not vote in the election.

Although some examples have been given of the attributes of users and those of persons subject to procedures, these may also be one or more of the various attributes listed below, and the need for a judgment request can be determined based on one or a combination of the various attributes. In addition, whether or not a proxy application is possible will be determined in the administrative system 20 or an individual system in accordance with the law, based on one or a combination of the various attributes.

Examples of attributes include address, date of birth (or age), income, family structure (including relationships within the household), name, welfare receipt information (whether or not a child allowance is received, whether or not the person has a disability, whether or not the person is on welfare), domestic violence, whether or not the person is supported by others, and whether or not the person is eligible for national health insurance. Other examples of attributes include delinquent national health insurance payments, information on delinquent taxes, information on fixed assets, nursing care grade information, and adult guardianship.

Also, while the explanation of past applications was touched upon in the explanation of parents and guardians, a similar concept can be used to determine whether or not a request for judgment is necessary for all procedures. If a similar application has been made in the past, that information (which may be related information or consent information) can be stored in a memory unit (not shown) of the proxy application server 10a, and by referencing it, a judgment request can be avoided. However, it is a good idea to obtain the user's consent to the use of such information when, for example, starting to use the system.

Next, a processing example of the proxy application server 10a in FIG. 4 will be described with reference to FIG. 5 and FIG. 6. FIG. 5 is a flow diagram for explaining one processing example in the proxy application server 10a in FIG. 4. FIG. 6 is a diagram showing an example of a display image at the time of application on the terminal device 30 in FIG. 4.

First, the request reception processing unit 11 receives an application request for a procedure to be made to an administrative agency for a person who is a relative of the user, from the terminal device 30 via the network (step S11). At this time or in advance, it is desirable for the proxy application server 10a to perform identity verification. For example, it is desirable for the application request to include personal information handled by the administrative agency for both the user and the person who is the subject of the procedure, and it is particularly desirable to include a personal number commonly used in the country, such as My Number. The information can also be included in the application request by reading the IC of the My Number card. In either case, when My Number information is received by the proxy application server 10a, it is particularly necessary to increase the security of the network N2.

Here, an example of an application request in the terminal device 30 will be described. The terminal device 30 can access the proxy application server 10a and display, for example, an image 32 shown in Figure 6 on the display unit 31. The image 32 is provided by the proxy application server 10a.

Image 32 has an input field in which necessary information can be entered, and the user enters information into the input field. Of course, for example, gender may be displayed as selectable, and the procedure name may be displayed as selectable in a pull-down menu or the like. In that case, it is desirable not to display procedures for which proxy applications are not possible in the pull-down menu. Furthermore, once the applicant (user) information and the procedure target information have been entered, the proxy application server 10a can narrow down the procedures for which proxy applications are possible to the extent that it can grasp them based on that information, and display them in the pull-down menu. Of course, the method of displaying the selectable items is not limited to the pull-down menu, and procedures that cannot be selected may be displayed in a lighter color instead of being hidden.

Then, the user finally selects the proxy application button 33, thereby completing the processing of step S11 on the proxy application server 10a side.

Following step S11, the judgment request processing unit 12 judges whether or not a judgment request is required based on the application request (step S12). If the answer is NO in step S12, the process proceeds to step S18, where the application request is sent to an individual system that is the administrative system that is the subject of the procedure included in the application request, and the process ends.

If the answer is YES in step S12, the judgment request processing unit 12 judges the administrative system (individual system) to which the judgment request is sent and the administrative system (individual system) to which the related information is requested (step S13). Next, the judgment request processing unit 12 sends the judgment request and the related information request to the corresponding individual systems (step S14). In this way, the judgment request processing unit 12, result receiving processing unit 13, and application processing unit 14 can check online whether there are any problems when a user acts on behalf of the person being treated for the procedure, and if there are no problems, an application can be made to the individual system.

For example, the proxy application server 10a can determine whether the user and the person being treated as a subject of the procedure entered by the user (e.g., parent, child, etc.) are residents of the same household. Specifically, the proxy application server 10a sends the names of both the user and the person being treated as a subject of the procedure to the resident record system 21 in a determination request, thereby requesting the resident record system 21 to determine whether the two people are residents of the same household. Since the resident record system 21 holds information about households, it determines whether the two people are residents of the same household and sends the result to the proxy application server 10a. In response to the result, if the person is a legitimate applicant (in this case, if the two people are from the same household), the proxy application server 10a approves the proxy procedure of the user and applies for the procedure to the resident record system 21.

Here, the processing flow has been explained using an example of using household information (household relationship information), but as mentioned above, it can also be applied to other information. For example, the information used for proxy application may not only be household relationship, but also tax-related information such as whether there are dependents or information such as a domestic violence application. In other words, the conditions for allowing a proxy application may not only be based on household information (household relationship, or household relationship and whether there are dependents, etc.), but may also be based on other attributes.
