上記目的を達成するために舗装材の中に貯水用の穴と透水用の穴を明けるために長短のピンを〔2ト3〕のホルダ−に固定して成形材の中に挿入して穴をあける挿入時にピンの先端が所定の位置を保持出来る案内板〔1〕を設ける。
