Abstract

Combinations of non-ionic surfactants are used to spontaneously produce vesicles, optionally without the use of organic solvents. The first surfactant has a HLB value less than 11 and may be based on a mono-ester. The second surfactant has a HLB value greater than Hand may be based on an alkyl ether or a fatty acid ester. Both water-soluble drugs and water-insoluble drugs may be incorporated into the vesicles. The vesicles remain stable when combined with a polyacrylate crosspolymer to form a gel.
