A device for simultaneously severing and welding a plurality of thermoplastics film layers 12 comprises a cooled welding jaw 1 comprising a tubular member 3 of good heat conducting material and provided with a pressure tip or functional edge 2 on which an angled impulse-heated strip 5 of substantially constant cross-section is mounted so as to be located opposite a heat-resistant jaw 9 comprising a polytetrafluoroethylene strip 10 on a silicone rubber support 8 mounted on a foam rubber support 7. The supports 7, 8 are located in a recess 6 in the jaw 9. A cooling agent 4, e.g. mains water, passes through the member 3. A second polytetrafluoroethylene strip 11 is arranged in spaced relationship resiliently in front of the strip 5. The angle of the strip 5 is between 90 and 150 degrees.
