A device for longitudinally cutting webs of paper or the like comprises a cutter shaft 12 on which is keyed a hub 1 having an annular disc 2 rotatably mounted thereon, the hub rim being provided with a ball 6 engageable in a recess or bore 7 in the disc 2 which is biased towards the hub rim by means of a spring 3, the arrangement being such that when the disc 2 is rotated by a handle 24 to a clamping position, the ball 6 engages in the bore 7 and a razor blade 5 may be held between the hub rim and the disc 2, and when the disc is rotated to a position permitting changing of the razor blade, the ball 6 causes the hub rim and disc to be spaced apart a distance greater than the thickness of the blade 5. The bore 7 has straight or curved surfaces extending obliquely in relation to the surface of the disc 2. The position of the blade 5 is determined by means of projections 8 on the disc 2, the projections engaging a groove 10 in the hub 1. The hub is provided with a flat 9 (Fig. 3) on its outer periphery to permit the blade 5 to be changed. The bore for the cutter shaft 12 is disposed eccentrically in the hub 1. The blade 5 projects into a groove in a coacting cutter shaft 19 (Fig. 3).
