Abstract

The device has a ballot paper and an envelope that is cut with a window (5) on its both sides. A bar code (3) is printed on a colorized zone (4) at specific location of the ballot paper, where the bar code corresponds to vote. The window allows reading of the bar code. The paper has a central zone reserved for printing name of candidates and a peripheral zone for printing the bar code. The bar code is printed at locations horizontally on a measuring surface at a distance from upper or lower edges and at a distance from left or right edge.

L'invention concerne un bulletin de vote et son enveloppe. Sur le bulletin de vote est imprimé un ou une série de codes barres, correspondant au vote, lisibles à travers une fenêtre d'une enveloppe spéciale dans laquelle est introduit le bulletin de vote.The invention relates to a ballot and its envelope. Le bulletin de vote papier permet une confidentialité et une fiabilité du vote et un contrôle pendant le scrutin et à posteriori des résultats d'élections mais oblige à un dépouillement manuel, générateur d'erreurs de comptage, chronophage et demandant du personnel. Le vote électronique, évite ces inconvénients mais rend les élections opaques, non contrôlables par les citoyens et empêche tout contrôle à posteriori des résultats. L'invention permet d'allier les avantages de ces deux systèmes tout en gommant leurs inconvénients. Elle consiste à utiliser des bulletins de vote sur lesquels ont été imprimés des codes barres à des endroits précis correspondant au vote exprimé. Dans le secret de l'isoloir, le votant introduira son bulletin de vote dans une enveloppe spéciale dans laquelle une fenêtre prédécoupée laisse apparaître le code barre, tout en cachant tout signe permettant à un observateur de découvrir l'expression du vote. Dans la fenêtre de l'enveloppe doit apparaître de chaque coté le code barre dans la zone colorisée. Le code barre est imprimé avec la même encre quelque soit le bulletin et dans une encre rendant difficile sa lecture autrement qu'avec un scanneur adapté. Le votant ira ensuite déposer son bulletin dans l'urne. Au passage, le code barre sera lu par un dispositif spécial composé d'un scanneur relié à un compteur qui enregistrera le vote. A la clôture du vote, le dispositif de lecture -enregistrement communiquera les résultats du bureau de vote. Le recto du bulletin de vote est séparé en deux zones : la zone centrale permet d'écrire le ou les noms des candidats. Sur la zone périphérique sont imprimés les codes barres correspondant à ce choix, aux endroits précis qui permettent leur lecture à travers la fenêtre prédécoupée dans l'enveloppe. Chaque code barre est imprimé dans une zone rehaussée de couleur qui permet de vérifier rapidement que le code barre est bien positionné dans la fenêtre de l'enveloppe après introduction dans l'enveloppe. Le verso du bulletin n'est constitué que de la zone périphérique réservée à l'impression des codes barres aux mêmes conditions. Le pliage du bulletin en deux, nécessaire à l'introduction dans l'enveloppe et qui permet notamment d'augmenter la confidentialité du votant, laisse apparaître un des codes barres dans la fenêtre de l'enveloppe, que le bulletin soit plié dans un sens ou dans l'autre. L'enveloppe est aux dimensions qui permettent l'introduction facile du bulletin après pliage tout en limitant le jeu de celui-ci à l'intérieur. Une fenêtre est découpée de part en part d'un coté de l'enveloppe afin que le code barres du bulletin soit lisible quelque soit le coté présenté au dispositif de scannage tout en empêchant la lecture de ce qui est écrit dans la zone centrale. Les dessins annexés illustrent l'invention : La figure 1 représente le recto d'un bulletin de vote avec la zone centrale (1) réservée à l'impression du nom du ou des candidats, ainsi que la zone périphérique (2) pour les codes barres (3). Dans le cas d'un bulletin de taille (a) x (b) mm, la zone (1) mesure (c) mm sur (3) mm, le code barres est imprimé à quatre endroits horizontalement sur une surface mesurant (d) mm sur (e) mm à une distance de (f) mm du bord supérieur ou inferieur et à une distance (g) mm du bord gauche ou droit Chaque code barre est imprimé centré sur un fond colorisé (4) d'une surface de (d) mm sur (h) mm. Au verso du bulletin ne sont imprimés que les codes barres dans les zones colorisées aux mêmes endroits qu'au verso. La figure 2 représente l'enveloppe de taille (i) x (j) mm adaptée au bulletin de vote. Une fenêtre verticale (5) de taille (k) mm sur (1) mm est découpée à travers l'enveloppe à gauche ou à droite de celle-ci à (m) mm des bords supérieur et inférieur et à (n) mm du bord gauche ou droit. Les principes de calcul des dimensions sont les suivantes : Le bulletin plié en deux doit rentrer facilement dans l'enveloppe sans qu'il puisse 25 toutefois glisser de façon trop importante à l'intérieur. Nous appellerons Av la différence (i - b/2) et Ah la différence (j - a). La zone colorisée permet de vérifier d'un rapide coup d'oeil que le code barre se trouve bien dans la fenêtre une fois l'enveloppe refermée. La fenêtre apparaît alors entièrement colorée si le bulletin a été correctement introduit dans l'enveloppe. Pour 30 cela il faut que h k k + (Av x 2) , d k 1 + (Ah x 2) , n = f + h, m = g + Av. Le code barres doit avoir une dimension telle qu'il apparaît obligatoirement et suffisamment quelle que soit la position du bulletin dans l'enveloppe pour peu que la fenêtre apparaisse entièrement colorée. In passing, the barcode will be read by a special device consisting of a scanner connected to a meter that will record the vote. At the end of the vote, the reading-recording device will communicate the results of the polling station. The front of the ballot is separated into two areas: the central area allows you to write the name or names of the candidates. On the peripheral zone are printed the bar codes corresponding to this choice, in the precise places that allow their reading through the pre-cut window in the envelope. Each barcode is printed in a color-enhanced area that quickly verifies that the barcode is positioned in the envelope window after insertion into the envelope. The back of the bulletin consists only of the peripheral area reserved for the printing of barcodes under the same conditions. The folding of the bulletin in two, necessary to the introduction in the envelope and which allows in particular to increase the confidentiality of the voter, reveals one of the barcodes in the window of the envelope, that the bulletin is folded in a sense or in the other. The envelope is sized to allow easy introduction of the bulletin after folding while limiting the game of it inside. A window is cut from one side of one side of the envelope so that the bulletin bar code is readable regardless of the side presented to the scanning device while preventing the reading of what is written in the central area.
