Seit der Liberalisierung des deutschen Telefontarifmarktes treten viele Telefongesellschaften u. a. als Verbindungsnetzbetreiber auf. Das bedeutet, daß viele unterschiedliche Tarifstrukturen von den verschiedenen Telefongesellschaften für die Telefonkunden angeboten werden. Die Telefonkunden können zwar ihren Haupttelefonanschluß beim früheren deutschen Monopolisten Telekom belassen, für jedes einzelne Gespräch (sogenanntes „Call by Call") aber auswählen, welche Telefongesellschaft bzw. welchen Verbindungsnetzbetreiber sie für das jeweilige einzelne Telefongespräch verwenden wollen. Diese Auswahl am Telefongerät vor jedem Telefonat über den jeweilig gewünschten Verbindungsnetzbetreiber geschieht mit speziellen fünfstelligen Vorwahlnummern, die jeder Verbindungsnetzbetreiber von der zuständigen Bundesbehörde zugewiesen bekommt.Since the liberalization of the German telephone tariff market, many telephone companies have acted as connection network operators, among other things.
