Die Imprägnierung von Papier erfolgt bei hydrophilen Wirkstoffen mittels wäßriger Lösungen bzw. Suspensionen. Dabei wird bei der Oberflächenimprägnierung das Imprägniermittel auf die Oberfläche aufgebracht und dringt von dort ins Material ein. In der Regel wird das Material vollständig vom Imprägniermittel durchtränkt. Die Imprägnierung liegt damit homogen verteilt vor. Die Papierbahn wird im allgemeinen kontinuierlich durch ein Tauchbad mit Imprägnierlösung geführt und nach Abquetschen oder Abstreichen überschüssigen Imprägniermittels in Walzen- oder Kanaltrocknern getrocknet.
