本实用新型在使用时可向帽沿内吹气使帽沿鼓起来，具有一定的硬度，刮风或骑车快时，帽沿不会往下耷拉，这样无论雨水再大，都会顺帽沿边流下来，避免雨水流到眼里或雨滴打在眼上，保证雨天骑车的安全。

下雨天使用雨披时，先用嘴通过充气孔2向双层帽沿1内吹入空气，使双层帽沿1膨胀鼓起，然后用堵气盖3将充气孔2堵上即可，不用雨披时，将空气放掉即可收起来。
