The system comprises a host system, a preprocessing parameter setting subsystem and a satellite, wherein the host system is connected with the preprocessing parameter setting subsystem, and the preprocessing parameter setting subsystem flexibly sets preprocessing according to a sensor and a working mode of a satellite and comprises a processing level, an ellipsoid model, a sampling mode, a waveband selection or an output format; the preprocessing parameter setting subsystem can create a plurality of preprocessing orders with the same processing parameters for different materials of the same satellite at one time. The preprocessing parameter setting subsystem can automatically match corresponding prices according to processing parameters filled by a user.
