一种信息处理方法及设备,其中一种方法包括:终端设备接收随机接入响应授权,其中随机接入响应授权包含资源分配字段,当随机接入响应授权用于第一消息3Msg3的调度时,资源分配字段包含4个比特,资源分配字段根据上行资源分配类型0在窄带内进行资源指示,且资源分配字段能够指示窄带内的一个资源块、两个资源块、三个资源块、和六个资源块的资源分配;当随机接入响应授权用于第二Msg3的调度时,资源分配字段包含N个比特,资源分配字段至少能够指示窄带内的两个资源块、三个资源块、和六个资源块的资源分配;终端设备根据资源分配字段确定分配给终端设备的资源块;终端设备在分配的资源块上向网络设备发送第一Msg3或第二Msg3。
