In one embodiment, the proxy settlement clearing mode described above specifically refers to a mode in which the sales company does not conduct retail funds clearing with its retail customers, but the retail customers' funds clearing is conducted by the grid enterprise proxy, and in one example, the proxy settlement clearing mode is schematically illustrated in fig. 2. The independent settlement clearing mode specifically refers to that the electricity selling company and retail clients thereof clear retail funds, and the electricity selling company independently bears the responsibility of collecting the electricity fee of the terminal retail clients. In one example, an independent settlement clearing mode schematic is shown in FIG. 3. The settlement clearing mechanism can be a unified mechanism for bearing market functions such as settlement bill issuing, business fund clearing and the like in the electric power spot market.
The electric charge bill settlement module is used for electric charge settlement and issuing of electric charge bills of the electric company; the electricity bill settlement module comprises a second mode setting unit for setting a settlement mode, and when the second mode setting unit is set into a proxy settlement mode, the electricity bill of the difference between wholesale market and retail market of an electricity company is taken as an electricity bill settlement result; when the independent clearing mode is set, the net electricity charge of the wholesale market of the electricity selling company is used as an electricity charge settlement result; the electric charge bill settlement module outputs an initial electric charge bill according to the initial data acquired from the settlement data initialization module; the electric charge bill settlement module comprises a bill checking and issuing unit, and is used for checking an electric charge bill and generating issuing information for an electric company; issuing to an electricity selling company; in a preferred case, the release information includes a clearing period. In practical application, the product dimension of the risk quantification model of the electricity selling company for acquiring the potential credit risk of the electricity selling company can also relate to electric energy transaction and related derivatives, including medium-and-long-term transaction, daily transaction, real-time transaction, futures option transaction and the like; the auxiliary service and the power transmission and distribution service comprise a frequency modulation service, a standby service, a black start service, a power transmission right service and the like; the service provided by the market running structure and the management structure comprises market management related fees, transaction service related fees and the like.
In practical use, the time dimension of the risk quantification model of the electric company for acquiring the potential credit risk of the electric company can relate to debt that has completed transactions but has not completed bill payment, and can be further divided into a part that has not been paid and a part that has not been paid; the debt related to the transaction that has not been completed but may be charged in the future can be further divided into the debt that may be generated during the period from the breach to the termination of the marketing campaign and the debt that may be generated during the subsequent transaction after the termination of the marketing campaign.
The system block diagram of the settlement system for the electric power spot market oriented to the electric power company is shown in fig. 8, and the guarantee bill settlement and clearing module is used for acquiring the non-guaranteed credit limit value of the electric power company and the guaranteed credit limit which the electric power company should pay according to the clearing limit output by the electric power company clearing limit quantifying module and the non-guaranteed credit limit value output by the electric power company credit evaluating module by adopting a preset guarantee gold model; the electricity bill settlement module is used for outputting an electricity bill settlement bill according to the electricity bill, and calculating the guaranteed gold deficiency of the electricity company; the deposit bill settlement and clearing module comprises a deposit bill generation unit, a deposit bill generation unit and a deposit bill generation unit, wherein the deposit bill generation unit is used for generating and checking a deposit bill according to deposit amount to be paid by an electricity selling company and issuing the deposit bill to the electricity selling company; in a preferred case, the release information includes a guaranteed gold bill clearing period. The system block diagram of the settlement system for the electricity-selling company oriented to the electricity spot market provided by the other embodiment is shown in fig. 9, and the electricity fee bill default processing module is used for generating electricity fee bill default information of the electricity-selling company; the electric charge bill default processing module further comprises a release module for sending electric charge bill default information of the electric company to the electric company and/or an external public platform according to a preset rule; the electric charge bill default processing module further comprises a default grade judging module for obtaining the default grade of the electric company according to the overdue duration of the electric charge and a preset threshold.
After the electric charge bill settlement module is updated and output each time, if the electric charge company does not conduct electric charge settlement with the settlement mechanism according to time, the electric charge bill default processing module sends electric charge bill default information of the electric charge company to the market for public display; and after the public period, entering an electric charge overdue payment state, and after the overdue payment period is finished, not all the electric charge bill is cleared, so that the electric charge bill is subjected to default treatment.
In another embodiment, the default level determining module of the electricity bill default processing module is configured to determine whether the electricity company pays the electricity bill when the overdue payment state is over, and if not, determine that the electricity company is in a first-level default state; and sending a prompt message to an external settlement clearing mechanism; and the external clearing and settling mechanism receives the prompt information and outputs an instruction to pay the electric bill by using the electricity selling company to pay the deposit. The breaking grade judging module of the other electric charge bill breaking processing module judges that the corresponding electric company is in a secondary breaking state when receiving electric charge bill deficiency information of the external clearing and settling mechanism; the electric charge bill shortage information is sent out under the condition that the electric charge bill still has shortage after the electric charge bill is paid by the electric selling company to pay the guarantee money. As shown in fig. 10, the flow of the electric charge bill default processing is shown.
The system block diagram of the settlement system for the electric power spot market oriented to the electric power company is shown in fig. 11, and the guarantee statement of the credit check processing module is configured to generate the guarantee statement of the credit check information of the electric power company according to a preset rule and send the information to the electric power company and/or an external display platform when the electric power company does not complete the clearing of the credit check within the clearing period of the credit check. If the electricity selling company does not conduct the clearing of the deposit according to the period and the settlement clearing mechanism, the deposit is shown to the market, the deposit overdue payment state is entered after the showing period, the deposit is not cleared completely after the overdue payment period is finished, and the deposit bill default processing is started as follows:
(1) Receiving a default notice sent by a settlement clearing mechanism to an electricity selling company;
(2) Receiving information of on-demand compensation of an electricity selling company, sending the information to a settlement clearing mechanism, judging whether the requirements of the deposit are met, and receiving a request of the electricity selling company for delay;
(3) If the electric company does not meet the requirements of the deposit, receiving a card stopping instruction output by a settlement clearing mechanism or an instruction for re-evaluating the credit level of the electric company;
(4) An instruction to stop the card or re-evaluate the credit level of the electric company is issued to the electric company.
In one specific example, the guaranteed gold bill settlement clearing and breach processing flow is shown in FIG. 12.
The system block diagram of the settlement system for the electricity-selling company oriented to the electricity spot market provided by the other embodiment is shown in fig. 13, and the bottom-protecting power supply module is used for providing bottom-protecting power supply for the preset bottom-protecting electricity-selling company according to preset rules under preset conditions; the preset conditions comprise that the electric charge bill of the electricity selling company breaks down and/or the guarantee bill breaks down to stop the card and receive the externally input guarantee bottom power supply plan confirmation information. Based on the design of the bottom protection power supply module, the bottom protection power supply under the condition that a certain electricity selling company is stopped is realized, after the electricity fee bill default processing module and the gold bill default processing module are processed, if the electricity selling company is stopped and relevant power transmission and distribution jurisdiction and dispatching institutions confirm that the bottom protection power supply plan is feasible, the bottom protection power supply module is activated, and a user violating the agency of the electricity selling company is agency of the bottom protection electricity selling company. As illustrated in fig. 14, the process of performing the bottom protection power supply after the power company stops playing cards in one example.
Another embodiment provides a settlement system for electric power spot market oriented electric power companies, and the system block diagram is shown in fig. 15, and the bill error processing module is configured to update the electric bill and/or the guaranteed bill error according to the received error processing application within a set error processing period. The electric charge bill and the guarantee bill are issued, the electricity consumption used for settlement in the early stage is inconsistent with the actual electricity consumption of a user due to metering or meter reading errors and other reasons in a preset error processing period, an electricity selling company can apply for error processing to the settlement bill, the error processing is carried out according to the transaction information of the settlement period and the actual electricity consumption after the checking is passed, and the error processing application is not accepted any more outside the error processing period. For example, in one example, the error handling period is 3 months, and the settlement bill is released for 3 months and no more error handling is performed. As shown in fig. 16, a flow of bill error handling in one embodiment.
Those of ordinary skill in the art will appreciate that the systems of the above embodiments may be implemented by software or instructions, or by instruction control related hardware.
The settlement system for electricity-selling companies provided by the embodiment of the present invention is described in detail, and specific examples are applied to illustrate the principles and embodiments of the present invention, and the description of the above embodiments is only used to help understand the method and core ideas of the present invention; meanwhile, as those skilled in the art will have variations in the specific embodiments and application scope in light of the ideas of the present invention, the present description should not be construed as limiting the present invention.

the bill error processing module is used for updating the electric charge bill and/or the guarantee bill errors according to the received error processing application within the set error processing deadline; when the actual electricity consumption of the user is inconsistent with the electricity consumption of the settlement bill due to metering or meter reading errors and the like, the bill error processing module updates the electricity bill according to the transaction information of the settlement period and the correct electricity after the transaction is checked.
