step three, cutting off: the cut reinforcing film (6) continues to advance to the position (34) along with the conveyor belt (321), and when a cutting area (62) on the isolation paper (4) is detected by a cutter (36) arranged below the cutter (34), a signal is fed back immediately to control the motor (35) to start, so that the air cylinder (341) is driven to operate, and the cutter (342) is controlled to move downwards to cut off the cloth (5) and the isolation paper (4) conveyed from the lower part of the cutter.
