The technology comprises the steps of: 1) mixing alkylphenol polyoxyethylene ether, hexadecyl trimethyl ammonium bromide, glycerol monostearate, dodecyltrimethylammonium bromide, glycidyl methacrylate, octadecyl methacrylate, hydroxyethyl methacrylate, 2-(perfluorononenyloxy)ethyl methacrylate, acetone and water uniformly to form a mixed solution; 2) stirring the mixed solution, then pouring it into a homogenizer to undergo homogenizing so as to obtain a milk white pre-emulsion; 3) then adding 3-4 parts by mass of 2'-azobis[2-(2-imidazolin-2-yl)propane] dihydrochloride, 2-3 parts by mass of 2,2'-azobis(2-methylpropionamide)dihydrochloride, and 1-2 parts by mass of polypropylene glycol into the pre-emulsion in a dropwise manner at 47-48DEG C; and 4) carrying out heat preservation reaction for 13-14 hours, then performing cooling to room temperature and conducting filtering, thus obtaining the product.
