Sistema para radiocomunicação tendo capacidades de transferência de controle suave melhoradas são descritos. Durante transferência de controle suave uma estação móvel pode ter várias fontes de transmissão (membros de conjunto ativos) a provendo com substancialmente a mesma informação. Estações móveis que não estão se movendo podem não requerer tantas fontes para prover qualidade de sinal recebido adequada. Radio communication systems having improved smooth control transfer capabilities are described. During smooth control transfer a mobile station can have several transmission sources (active cluster members) providing it with substantially the same information. Mobile stations that are not moving may not require as many sources to provide adequate received signal quality. Therefore, mobile stations that are not moving are identified using techniques and active set members are compared with a higher threshold to remove weaker extensions more quickly than when using a threshold that is applied to mobile stations that are in motion.
