The present invention relates to ensuring that a vulnerable person who cannot communicate dis-satisfaction with their treatment in terms of abuse or neglect by a second party caring for them by providing a system to communicate non-verbal indicators to a third party.

Technical Field of the Invention
The present invention relates to ensuring that a vulnerable person who cannot communicate dis-satisfaction with their treatment in terms of abuse or neglect by a second party caring for them by providing a system to communicate non verbal indicators to a third party.
Background
As the population ages and also as more parents are in full time employments an increased number of their lived ones, thereafter referred to as “vulnerable persons” must be placed into care. Many of these vulnerable people cannot communicate in words or by writing for example , stoke victims and profoundly disabled people. It is a primary concern of the family that carers treat the vulnerable persons well and a they cannot communicate they have previously been forced to rely on the character of the carer and the governance of the carer organization. The system described allows a carer to know in real time or at a later date if the patient suffered any stress during care by means of a sensor system that measures stress.
Brief description of the drawings
The invention may be better understood with reference to the illustrations of the embodiments of the invention, in which :-
Figure 1 shows a protection ( or protective) device which can communicate with a mobile computing device using Wi-Fi or low power RF (including Bluetooth™ low energy) to a mobile computing device and accept input from heart beat, blood pressure, perspiration, panic button or movement sensor.
Figure 2 shows a mobile computing device which can be used to communicate with the 1 internet and using low power RF (including Bluetooth™ low energy or Wi-Fi) with other devices. It can communicate the distance of the carer to the patient, the absence of a heart beat to the back end, the movement of the carer or patient, heart rate, movement and blood pressure of the vulnerable person. 2017100277 08 Mar 2017

Detailed description of the invention, including best method
Referring to figures 1,2 and 3:- A protective device 199 consists of a processor 102 (including memory) with software 103 which can run programs, including but not limited to monitoring inputs, aggregation, storage and communication of measurements from a multiplicity of sensors 104 including a heart beat, blood pressure, perspiration, panic button 105 or movement sensor 106 and communicate the detection to the internet using a communication link including Wi-Fi, lower power RF Bluetooth, and Bluetooth low energy (Bluetooth 4) using an antenna 108 or by wire connection 109 such as USB connection. The device 199 also has strap 107 to allow a user to tie on the device to their body.
The device is powered by a battery 110 including coin battery, rechargeable battery or solar cells.
Components of the device 199 are wired to the processor 102 and other components including external components to each other by the electrical contact wire 111.
With reference to the protection device 199 at the time of writing this description the Texas Instruments cc2540 is one example processor 102 which also includes a software stack for 2

In the preferred embodiment the communication between the mobile computing devices 315, 316 and devices 199 is via Bluetooth low energy. A mobile computing device 299 consisting of a processor and radio 200 , software 204, display 202, keyboard 203, accelerometer 205, antenna 201. Functions described in this disclosure involve information being sent, received or processed may be implemented by the software 204. The processor and radio and antenna shall be able to communicate in but not limited to low power RF such as Bluetooth, and Bluetooth low energy (Bluetooth 4) and WiFi. The Mobile Computing Device 299 also includes a battery. Example mobile computing devices 299 can include but are not limited to iPhone, Android, Smart Watches, Tablets, laptops and the like.
The software 204 may in one embodiment include application software “apps” as commonly available on mobile phone software stores such as itunes or google play. The software 204 can also run in the foreground or back ground.
Functions described in this disclosure involve information being sent, received or processed may be implemented by the software 204. The processor and radio and antenna shall be able to communicate by, but not limited to Wi-Fi, low power RF such as Bluetooth, and Bluetooth low energy ( Bluetooth 4). The Mobile Computing Device 299 also includes a battery. The battery may be re charged from a Solar Cell. Example mobile computing devices 299 can include but are not limited to iPhone, Android, smart watches, tablets, laptops and the like.
The mobile computing device 299 can also be iWatch, smart watch, iPhone, iPod, iPod, tablet, Android, Windows or other operating system based device or other such devices. An individual or group may own a set of these and wish for them to be kept from being lost.

The mobile computing device 299 also contains a battery which may also be recharged by connection to a mains power or from a solar cell.
The processor, radio and software on the mobile computing device 299 and the protective device 199 have a communications link which may use Wi-Fi, low power RF communication protocols including Bluetooth low energy (also known as Bluetooth 4 or Bluetooth smart).
Referring to Figure 3, A vulnerable person 300 is being looked after by a carer 301. There is a need to ensure that a vulnerable person is being well cared for. Sometimes carers leave vulnerable people alone for longer than permitted, fail to perform tasks needed by the vulnerable person or even abuse the vulnerable person. There is a need to ensure that the vulnerable person is well cared for and a system is required to ensure that a third party supervisor, who cannot always be present to over see the vulnerable person and carer is alerted of potential neglect or abuse. This is especially important when the vulnerable person cannot be speak or communicate their dissatisfaction with a particular carer or when the a carer intimidates a vulnerable person to so that they will not speak out against the carer. The system utilizes monitoring sensors which record absolute values of the vulnerable person’s physical responses so that even if the carer seeks to silence the vulnerable person into not revealing their dissatisfaction with the carer and perhaps reporting distress over neglect or abuse, then the physical sensors will still record higher levels of stress. The vulnerable person 300 has protective protect (protective device) attached to them including sensors 302 consisting of as non limiting examples sensors that can be used to determine stress including a heart beat, blood pressure, perspiration, panic button and accelerometer to check the vulnerable person has been moved as well as also an anti-tampering sensors 314 to ensure that the monitoring device on the vulnerable person cannot be removed such as electric circuit that breaks if the device is removed and a contact switch next between the vulnerable person and the device which was previous depressed disengages, or if there is a reduction in pressure as the device is decoupled from contact with the vulnerable person. 4
The carer 301 also has a monitoring device 199 worn on their body as a watch or the person in similar locations to a ID pass on the belt of pocket. The device 199 on the carer (carer device) also includes an ID unique to the Carer that may be broadcast to 307 to the device 199 attached the vulnerable person or broadcast 306 to a mobile computing device 316 belonging to the carer or broadcast 309 to a mobile computing device installed in the area 313 where the carer and vulnerable person are located that can also monitor and record video and audio of the the area 313. The carer may also be only broadcast if additionally acceleration measured by 305 indicates the carer is actively in attendance and or the distance measured using Bluetooth Low Energy between the device 199 of carer 301 and device 199 of vulnerable person 300 are close by so again the carer is in attendance. Alternatively, instead of the carer having their own protective device 199 to monitor their movement and the ID of the carer. The broadcast 306, 309, 307 may be used by the receiving devices to determine if they should send a report to (vulnerable person location monitor mobile computing device )315 in the case of 306 and 308 and from 315 a report 310 to the third party supervisor ( supervisor mobile computing device ) 312 or a report 311 to the third party supervisor 312 to indicate that the vulnerable person is well looked after.
In the case of sending of a message 311 on the status of the vulnerable person to third party 312, the status should include not only the distance of the carer to vulnerable person and movement of the vulnerable person’s carer to indicate active attendance ( and also a movement sensor on the vulnerable person’s device 199 to indicate they are being moved for example turning a patient in bed), but also the sensor 302 measurements 303 from the device 199 so that the third party knows that the vulnerable person is not under stress. If there are no regular message 311 is sent either because the carer is not moving, a distance from the vulnerable person then a timer on the device 312 will generated an alarm. Additionally if the measurements 303 sent back via 311 show vulnerable person is stress and alarm will be generated.
Alternatively a message 310 is sent back regularly via 315. If the carer is not close to 5 vulnerable person or carer then 309 may not be sent back to 315. If the device 315 receives no messages 309 ether because the carer not in areas 313 or not moving then a message 310 may indicate that the carer is not in attendance. If the device 315 does not receive device information 308 then it may also send a message. Measurement values 308 may also be sent to 315 and communicated 310 ro 312. If there are no regular messages from 315( and 311) and or the message 310 are regular and indicate the carer not in attendance or the vulnerable person is stressed then the mobile computing device 312 will alert the third party supervisor. 2017100277 08 Mar 2017
Other possible combinations of message may also be contemplated, however the central idea is to measure distance between carer and vulnerable person and report if greater acceptable amount for a period of time, also to measure the movement of the carer and report if not continuous and so not actively attending and or report sensor measurements 302 that may indicate that the vulnerable person is stressed and or for device 315, 316 to report if there is no messages or measurements which may indicate a system failure and or to report the remove of the device 199 from the vulnerable person 300 which may then lead to unmonitored abuse of the vulnerable person.
Additionally, the mobile computing device 315 may record video and audio and send 310 to the third party supervisor’s mobile computing device 312 if there either device 199 connected to 300 or 301 detect a seperation of distance beyond desirable limit, the lack of movement of the carer 301, or measurements of sensors 302 indicate the vulnerable person is stressed.
The distance between the two device 199 may be calculated by Bluetooth Low Energy proximity functions.
In some embodiments devices such as FitBits may be used to sense heart rate, perspiration, oxygen level in the blood and blood pressure as some non limiting examples of sensors which may be used.
In some embodiment the mobile computing device 316 may query the device 199 at a time after the recording of the data in order to acquire previous measurements made. 6
Alternatively a break in the measurement of heart beats, blood pressure or skin connectivity may also be sensed to determine if the device has been removed from the vulnerable person. 2017100277 08 Mar 2017
In some embodiments low power radio frequency communication may be via Wi-Fi or Bluetooth™ Low Energy. The distance between low power radio frequency processors using Bluetooth low energy can be determined by a Bluetooth Low Energy standard distance / proximity service. In the preferred embodiment this service would be used to determine when the carer and vulnerable person are close by.
In some embodiments accelerometers attached to the protective device may be used to measure the agitation expressed (behavior) by a vulnerable person by means of the placement of the protective device on wrist or limbs.
In some embodiments audio microphones and sound recognition may be used to measure the vocalized agitation expressed (behavior) by a vulnerable person by means of the placement on the protective detection device or in the vulnerable person location monitor mobile computing device. Pre recorded individualised vocalized agitation expressed (behavior) by a vulnerable person can be correlated with sound recordings constantly monitored by the protective device or mobile computing devices as trigger to activate video recording of the vulnerable person’s location.
In the preferred embodiment, the protective device measures the time that the carer device is close enough to pair and communicate as well as the distance that the carer is close enough to the vulnerable for example less than 1 metre to be effectuating real care and the time that this close proximity occurs as well was each event so that the overall frequency of close care can be determined. An accelerometer on the carer phone can also be used to determine that the carer has not tried to circumvent the system by simply leaving their phone near the vulnerable person , but is instead actively engaged with the vulnerable person. 7 2017100277 08 Mar 2017
In the manner described in this specification, the time the carer is nearby as well as frequency, indicated by identification code, and caring is recorded as long as the stress level of the vulnerable person. Additionally in another mode if the vulnerable person is stressed then this triggers the recording of the vulnerable person’s location.
Industrial Applicability
The arrangements described are applicable to any and all industries where the care of vulnerable people is performed or to be monitored. 8

Claims (6)

  1. CLAIMS The claims defining the invention are as follows :-
    1. A vulnerable person safety reporting system consisting of :- a protective device consisting of a wireless processor selected from the group consisting of a low power radio frequency processor and mobile computing device; a carer device consisting of a wireless processor selected from the group consisting of a low power radio frequency processor or mobile computing device and disposed to transmit an identification code corresponding to the carer; a supervisor mobile computing device; a first low power radio frequency communication link between said protective device and said carer device device; a second radio frequency communication link between said protective device and said supervisor mobile computing device or a radio frequency communication link between said carer device and said supervisor mobile computing device; wherein said protective device detects a radio communication from said carer device and using the Bluetooth low energy proximity service or Wi-Fi signal strength determines the proximity of said carer and protective devices, and wherein said protective device receives said identification code from said carer device, and wherein said protective device records the time of radio communication, distance and length of time of radio communication between said protective device and said carer device, and wherein said protective device communicates said time of radio connection, distance and length of time of radio communication to said supervisor mobile computing device via said second radio frequency communication link or said protective device communicates said time of radio communication, distance and length of time of radio communication to said supervisor mobile computing device via said first low power radio frequency communication link to said carer device and via said second radio frequency communication link to said supervisor mobile computing device.
  2. 2. The system of claim 1 further consisting of accelerometer sensors connected to said carer device and said protective device wherein movement of the carer and vulnerable person can be measured and communicated to said supervisor mobile computing device.
  3. 3. The system of claim 1 further consisting of one or more sensors connected to said protective device selected from the group consisting of heart rate monitor, blood pressure, perspiration conductivity, microphone and accelerometer, and wherein said sensor values are communicated to said supervisor mobile computing device.
  4. 4. A vulnerable person safety reporting system consisting of :- a protective device consisting of a wireless processor selected from the group consisting of a low power radio frequency processor or mobile computing device and disposed to measure the stress of a vulnerable person by one or more stress sensors selected from the group consisting of heart rate monitor, blood pressure, perspiration conductivity, microphone and accelerometer. a vulnerable person location monitor mobile computing device consisting of video and audio recording elements; a first low power radio frequency communication link between said protective device and said vulnerable person location monitor mobile computing device; wherein said protective device communicates the detection of said stress sensor values via said first low power radio frequency communication link to said vulnerable person location monitor mobile computing device, and wherein said vulnerable person location monitor mobile computing device captures video and audio recording of the said vulnerable person’s location.
  5. 5. The system of claim 1 wherein said low power radio frequency processor is a Bluetooth low energy radio processor or a Wi-Fi radio processor.
  6. 6. The system of claim 4 wherein said low power radio frequency processor is a Bluetooth low energy radio processor or a Wi-Fi radio processor.
