I鈥檝e tried a few language-learning apps, but the quality varies depending on the language. I鈥檓 more confident in the books that come with CDs.

In the past I would have coded something and added the text and audio to give myself a crude language app with superior content. But I don鈥檛 think I have it in me anymore so I鈥檓 looking for something that comes without the content. Does anything like this exist?

If you don鈥檛 mind making cards and decks yourself, Anki might be it for you. It is a program for memorization, which can be used for language learning. While some pre-made decks can be found at AnkiWeb, you are actually encouraged to make your own.

You can use it on the desktop (through a program) but also as a mobile app. Functionality can be extended using add-ons but only for the desktop version.

More info on the Anki Online Documentation.

    EDIT:

    Corrected links

Ah, I forgot to include that part in my original reply: you can include images and audio in the cards. In fact, I have a deck I made myself that has audio I took from elsewhere.

I wanted to make a website for language learning from/for community. I didn鈥檛 have anyone interested to collaborate and had to give up to focus on my PhD. I think the app you made if you make it general enough that people can add their data might help if you distribute it to people and let them gather contents

Yeah, basically an application that has spaced repetition but no content would work. It would need to track the users strengths and weaknesses and challenge them the right amount.

What I would ideally develop would allow people to install it locally so they can add their own copyrighted content without getting in trouble.

Practically that would mean slicing up mp3 files to make some kind of audio-based flash cards. Then text from the book would need to be copied and pasted in. Tedious, but worth it if you have quality resources.

I鈥檓 sure you have already tried Anki right? It does have audio and offline capabilities, I haven鈥檛 used it that much. If you just need something, not necessarily related to language then it might be good.

Oh, that one seems quite interesting! I鈥檝e recently struggled with finding a proper way to enjoy comprehensible German imput with shows I like(mostly anime), so I will try it out.

That鈥檚 really interesting, thank you. It looks useful for intermediate to advanced learners. I鈥檓 at the stage of building up vocab and simple phrases. I have bookmarked it for future reference!
