You would get some amount of increased performance from dual 8 GB chips, yes, but getting 1x16 GB chip allows you to upgrade to 32 GB later for the cost of 1 more 16 GB chip, instead of having to get a 2x16 GB set. Can be much more economical, especially with prices these days.

Until you call an electrician, all I can think of is to plug something in and do the on/off test. You said you aren’t able to find anything to plug in there, but I don’t understand what you mean. A lamp, TV, toaster, phone charger, alarm clock, radio, microwave, any of those would work to test with to see if the outlet has power when switching off the breakers. Hello, I live in this district. Gainesville itself as a college town is pretty solidly blue, but Ocala, High springs, and pretty much everything else around it in the district is very rural and red. We are also very close to the villages, which is where all the old people in the country go to ruin Florida for everyone else (although I think the villages is in a different district, it’s still close enough to have plenty of influence).
