They mean the OS itself would still be able to be used anywhere that a person has access to the supported devices and manually installs it themselves.

Google Play Compatability layer would be able to make a stub or overide the age API requests for the google apps.

They need several years of updates for firmware, baseband radios etc from the OEM, They also need a robust secure element, this is why spec requirements are as they are. Mainly for the end user’s security & privacy can’t have privacy without actual security.
