Refactor TransformWithStateExec to extract shared functions and variables into an abstract base class for Scala and Python

There are a lot of functions and variables shared between the TransformWithStateExec (for scala) and TransformWithStateInPySparkExec (for python). Create an abstract base class such that it can be shared.
