Rich: Do not use buffer objects with histograms

Gain from reduced thread locking does not out weigh runtime cost of creating buffer objects, particularly for high dimensionality histograms.

Goes with (but does not require) Panoptes!450 (merged)

Likely has a bad impact on RecoMon performance, or any task running the RICH monitoring, so import to address before data taking.
