Add conditions & API for momentum scaling

This adds the offlineMomentumScale condition to LHCb.

The conditions are now planned to look as shown in: https://gitlab.cern.ch/lhcb-conddb/lhcb-conditions-database/-/tree/freiss-2024-tag/Conditions/LHCb/OfflineCalib/MomentumScale.yml
