Fix raw data input for Allen Moore algorithm

dovombru_input_provider_for_Allen_Gaudi_algorithm into master
  • A TESProvider is added to pass the raw banks to the RunAllen Gaudi algorithm.
  • Sequence.json is installed in the InstallArea and an environment variable is set such that the configuration can be read in RunAllen (wip).
  • Allen::Units are moved from SystemOfUnits.h (same as in Gaudi) to AllenUnits.h for compatibility with Gaudi compilation.
