Add J/psi TagProbe line for SMOG2 to improve MuonID efficiency studies
MuonID studies for SMOG2 are currently limited by the available statistics, which suffers from the SMOG2SingleMuon line, prescaled by 0.2, not being discriminant enough.
This MR adds a J/psi tag and probe line, similar to that selecting J/psis from pp, to improve the situation for next year. The selection reproduces (just slightly softer) than the HLT2 line dedicated to SMOG MuID (here, with the builder here)
Line efficiency is tested on simulated pAr MC events and is found to be at the same level of the DiMuonHighMass line, about factor 3 wrt the SingleMuon

Rate is tested on MEPs from 09/08, with pp + pAr collisions:
Hlt1SMOG2DiMuonHighMass: 4/100000, ( 1.20 +/- 0.60) kHz
new ---> Hlt1SMOG2JPsiToMuMuTaP_NegTag: 4/100000, ( 1.20 +/- 0.52) kHz
new ---> Hlt1SMOG2JPsiToMuMuTaP_PosTag: 5/100000, ( 1.50 +/- 0.67) kHz
Hlt1SMOG2SingleMuon: 38/100000, ( 11.40 +/- 1.85) kHz
