Update recomon to use the monitoring stream

Following the instructions of @rmatev https://indico.cern.ch/event/1543180/contributions/6495292/attachments/3064207/5419627/RM-RC-Monitoring-2025-05-09.pdf this MR aims at defining the filters from the monitoring stream. Particularly to fully unbias RecoMon from the Lumi stream
