Automate the ticking of the allow transition stage option during sign-off of unmasking stage

If the OBWBP optional stage is ticked in the QC customize menu, the checkbox "Automate the ticking of the allow transition stage" will now be checked by default when signing off PARYLENE_UNMASKING.

So that for OB sites, signing-off unmasking will allow to transition to OBWBP directly.

Tested and works in the Paris localdb.
