Grafana dashboard and documentation
This merge request has two related purposes:
- Provide the first version of the reporting dashboard (under a new directory
dashboards). - Start documentation for the dashboard as well as the API.
Comments are welcome, in particular about the overall organisation (should the dashboard go to a different directory / repository / merge request?).
