Add Minimum rust version to cargo.toml

Add the minimum supported rust version to cargo.toml (https://doc.rust-lang.org/cargo/reference/manifest.html#the-rust-version-field) to make it slightly easier to get the msrv as a consumer of this library. E.g. https://github.com/nrf-rs/microbit/pull/91
