Large Merge Request

This is a large merge request that changes every file in this project. It is for automated testing purposes and should not be edited manualy.

What does this PR do? It upgrades rspec to version 3.x

Why is this PR needed? Well, its not needed but its nice to be on the latest version.

Extra notes We will be ignoring the Hound warnings in this PR since it touches a lot of old code and it is just not doable to fix it all. Focus is on getting the tests to pass and upgrading to rspec 3.
