Manifest: Create tezos-protocol package

Depends on !9883 (merged)

Related to %Reduce Opam Packages. Read it for futher information on the reduction of opam packages.

This merge request creates a package tezos-protocol-P for each Tezos protocol P.

This package contains:

• tezos-embedded-protocol-P
• tezos-protocol-P.environment
• tezos-protocol-P.raw
• tezos-protocol-P.lifted

These are now sub-libraries of tezos-protocol-P. They are renamed to remove the tezos- suffix and the -P suffix.

Manually testing the MR

• make -C manifest/
• make
• read the generated doc

Checklist
