proto: use operation encoding with attestation name by default

Context

Binary encoding with_legacy_attestation_name through the protocol code base were used as a safeguard for protocol O.

For protocol P, encodings with legacy attestation name (for both operation and balance updates) should only be used through versioned RPC or registered client encodings.
