Manifest: Introduce octez-protocol-libs

Context

Depends on !9478 (merged).

Related to the milestone %Reduce Opam Packages. Read it for futher information on the reduction of opam packages.

This merge request gather protocol libraries, related to a specific protocol, into a single package.
