SCORU/Node: Add Bailout mode

Context

Issuse #5442 (closed)

The goal of "bailout" mode is to defend and cement, it does not permit to publish any new commitments. When it is in private mode, if the operators are not belong to whitelist, switch from Operator mode to Bailout mode.
