1MTPS: Add the collector developed by Elevate Labs

Context

One more MR to make it easier to reproduce the 1MTPS demo. We add the “collector,” the binary which is responsible for forwarding the pixel updates to the aggregator.

Not much to say. It’s a pretty simple binary. It can potentially be improved but, well, the demo works as-is (:

Manually testing the MR

CI should be enough.
