Context

Add a new outbox message type construtor that when is executed update the whitelist of a rollup.

If the executed whitelist is None the make the rollup public else replace the whitelist by it.

Manually testing the MR

dune exec tezt/tests/main.exe -- --file sc_rollup.ml "whitelist"
