Context

This MR aims to rename preendorsement into preattestation in the protocol codebase.

The remaining preendorsement in the protocol should be:

related to double_preendorsement_evidence operations
legacy operation encoding that accept preendorsement
internal encoding such as the one in baking_highwatermarks.ml and validate.ml that could be breaking
