Allow block metadata to output with attestation kind through RPC versioning

Context

This MR allow the blocks/<block> and blocks/<block>/metadata RPCs to output endorsing rewards and attesting rewards kind in the JSON formatted output metadata using a version argument in the RPC call.

This MR depends on !9251 (merged)
