Context

This MR extends the Adaptive Inflation launch test to check that costaking affects total_frozen_stake.

Stacked on top of !9161 (merged). MR !9242 (merged) is based on this MR.

Manually testing the MR

dune exec src/proto_alpha/lib_protocol/test/integration/main.exe -- --file test_adaptive_inflation_launch.ml

Document the interface of any function added or modified (see the coding guidelines)
