kernel/sequencer input predicate

Context

Not all messages are needed for the sequencer kernel. That's why an input predicate can be provided to the kernel_sequencer_entry function to allow user to filter the different messages.

By default if not provided, all messages will be accepted

The !8626 (merged) is required.

You can start review it at commit: "kernel/sequencer: add an input predicate"
