manifest: add <proto>.lifted library

Context

This MR adds a Lifted_protocol module in the protocol, allowing to instantiate only once the Environment.Lift functor per protocol. lib_client libraries are updated to directly use the Lifted_protocol.

These changes are needed for future work in %Renaming (pre)endorsements that will add some new functions to the Block_services.Make functor requirement.
