EVM/Kernel: Unify block's representation between evm-execution and evm-kernel

Context

Fixes #5372 (closed).

This MR should stay in Draft as long as #5376 (closed) is not handled. The MR that will fix #5376 (closed) should be built on top of this one to attest the relevancy of this encapsulation.
