SCORU/lib_crawler: extract library to follow L1 chain

Context

This MR introduces a new library octez-crawler in src/lib_crawler which allows to follow an L1 chain. It is used by the rollup node.

It follows !7675 (merged). Next MR: !7685 (merged).
