doc: backport tickets doc to Lima

Context

This MR backports the new doc for tickets (page alpha/tickets.rst) to Lima.

The doc is copies as is with only one adaptation: when referring to rollups, we use Transaction rollups as an example, instead of Smart contract rollups, because the latter kind of rollups doesn't exist in Lima.
