SCORU/Node: publish and cement all missing commitments at once

Context

This MR makes the rollup node publish and cement commitment only once every new head (and not for every intermediate head) and publishes all the missing ones at once. Previously the rollup node would cement at most one commitment every new head.

Fixes #3462 (closed).
