Proto: consume gas for proof verification - 1

This is the first part of !5747 (merged). The consumed amount of gas for proof verification is an estimation. This will be refined in !5747 (merged).
The benchmarks run in !5747 (merged) has determined that the estimate used here is for now a reasonable approximation.
